Mayor Kevin Roy Quinto Macanlalay is the third son among the seven children of former Mayor Roy T. Macanlalay and Engr. Marilou Q. Macanlalay. Growing up, Mayor Kevin’s family have been in the frontlines of public service with his father, Engr. Roy T. Macanlalay taking the reins as Mayor of Calasiao beginning 2001. Since then, he began to be immersed with people coming from all walks of life. Mayor Kevin obtained his elementary and secondary education in a Catholic school, St. John Cathedral School, Dagupan City. His exposure to public service was furthered when his elder brother Mark Roy Q. Macanlalay was elected Mayor in 2010. He began to fully realize that truly public service is part and parcel of their family. An atmosphere of humility, a sense of compassion, equity, leadership and values that is prevalent in the household has molded him into becoming the person that he is today.

His having been exposed to public service has proven to be a boon when in 2010, he began his public service as Senior Executive Secretary of Mayor Mark Roy Q. Macanlalay. His rendition of public service went on, when in 2019 he was elected as Municipal Councilor in the Municipality of Calasiao.  

Mayor Kevin is happily married to Madam Shiela Tiodin of Bued, Calasiao, Pangasinan. They are blessed with four children. Having a degree of BS Nursing at the Lyceum Northwestern, Dagupan City, Mayor Kevin nevertheless ventured in businesses.

An innate person for the people, he has gone his way to help those who are in need. To him, there is nothing more fulfilling than lending a helping hand to the Calasiaoenos.   

As his father former Mayor Roy T. Macanlalay and former Mayor Mark Roy Q. Macanlalay have been in the forefront in bringing trailblazing progress for the Municipality, having realized gains and accomplishments for the LGU, Mayor Kevin Roy Q. Macanlalay has set his eyes to a more progressive Calasiao, this time, under his own vision. Under a new mantle, he vows to strengthen Calasiao in terms of infrastructure, social services, public health, peace and order, agriculture and good governance.

His aspirations for a greater Calasiao, with the seeds of undeniable success and growth planted by his party-mate, the beloved late Mayor Mamilyn B. Agustin-Caramat, fuel him to work harder and with greater dedication for the people of Calasiao. In his lead, he takes on the reins that sets into a motion a path towards a truly Arangkada Calasiao and a Calasiao that is without a doubt, maAliguas.
